0x0000 = Exception notification

0x0001 = Metric notification

0x0000 = Exception notification

The routing exception notification is sent...

> if a VIP host has set the error flag within the Transport Control (1 byte) field;

> if a VIP router cannot reach the destination station;

> if a VIP router cannot reach the destination network (possibly caused by an invalid network address);

> if a VIP client receives a VIP packet that contains a different network address than assigned.

0x0001 = Metric notification

The routing metric notification is sent...

> if a VIP host has set the metric flag within the Transport Control (1 byte) field;

> if the source transport protocol requests VIP to set the metric flag in case the last hop costs are unknown.
